Quick SummaryManufacturers of covered electronic devices (CEDs) can either participate in the State Contractor Program, administered by the National Center for Electronics Recycling (NCER) in conjunction with the Oregon DEQ, or implement their own manufacturer run program. A manufacturer’s recycling obligation is based on a return share of a per capita statewide recycling goal. Under the State Contractor Program, manufacturers are responsible for their return share portion of an implementation fee and responsible for covering the costs of their brand of CEDs collected from consumers in Oregon.
